Wood Decking Codes

Can anyone give me some idea to refinish my deck?

The floor of my deck is painted. Now the painted floor is peeling badly. I don’t want to paint it over the the existing paint, but the local code does not allow me to sand the paint off. I wonder if I can just remove the paint with a chisel and then refinish with a wood finish.
